If you do not already know the answer to that, You are a very long way from being qualified.

To have a 'Captains License' you need to pass a physical and be on a drug testing program.
Super Yacht or charter fishing boat, the health requirements are the same.
In the USA the USCG controls the marine licenses and set the levels and requirements.
