Can u tell me exactly what a Mooring master does? Why do we need a Mooring Master?

l have heard of a harbor master, but never a mooring master.

This is as close as l can get

Seem like they do everything.

The only Mooring Master that l ever met was the guy who zoomed about in a little dinghy and told you where to park, in an overnight mooring area. then came by later to collect the money.
